On the additional measures for the implementation of the study process of the fall semester of the 2020-2021 academic year at BSU

Pursuant to Chapter 22 of the Georgian Law on “Higher Education”, the BSU Statute, Chapter 13, amendment (pursuant to the Decree N699 of 26 November 2020 of the Government of Georgia)   to the Decree №322 of 23 May 2020 of the Georgian Government on “Approving the Rules of Isolation and Quarantine” ,  the order N01-227/n of 29 May 2020  of the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia on “Approving the Recommendations to Prevent Spread of New Coronavirus  (COVID-19) at Working Places), the order of the BSU Rector N01-02/47 of 19 May 2020 on “Approving the Action Plan to Prevent New Coronavirus Spread”, BSU Rector’s order N 01-02/130 of 1 October 2020 on “Approving the Rule of Administration of the Electronic Study Process at BSU and Some organization Measures of the 2020-2021 Academic Year”, the order (MES 2200001127365)  of 26 November 2020 of the Ministry of Education, Science, Culture and Sports of Georgia on “Implementation of the Study Process by the Higher Education Institutions in Georgia in 2020-2021 academic year  it is

ordered:

1.       To take the below listed measures regarding the implementation of the study process of the fall semester, 2020-2021 academic year at BSU pursuant to the Decree N699 of 26 November 2020 of the government of Georgia and the Order (MES 2200001127365)  of 26 November 2020 of the Ministry of Education, Science, Culture and Sports of Georgia:

a)   to implement the study process at all educational programmes (excluding the programmes in the field of medicine) through only online teaching/learning/communication format until including 31 January 2021 following the BSU Rector’s order N 01-02/130 of 1 October 2020 on “approving the rule of administration of the electronic study process at BSU and some organizational measures of the 2020-2021 academic year”;

b) to implement the study process at the educational programmes of the medical  field through the mixed (hybrid) form, in particular, theoretical part will be conducted online, while practical/laboratory/clinical-offline (physical attendance) in the university space and clinics  following the guidelines/recommendations of the of the Ministry of  Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs of Georgia;

c)    to inform the students of the “Medical Doctor” educational programme (English)  who went through the academic registration of the current semester, started their study process online, however have not arrived in Georgia. The information shall be disseminated via the BSU web-site (attached text-annex 1) as well as by the administration of the Faculty of Natural Sciences and Health Care through all communication means utilized in the teaching/study process administration;

d)  the Faculty of Natural Sciences and Health Care shall ensure the presentation of the relevant report letter for the Rector and the Administration Head in order to take other required  measures to implement the practical/laboratory/clinical components of the educational programme in the field of medicine in accordance with the recommendations of the Ministry of  Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs of Georgia;

e)   In order to ensure high quality of the online study process, the staff responsible for the implementation of the study courses shall follow the guiding principles of the electronic internal quality insurance guide elaborated by (ENQA) European Association for Quality Assurance in Higher Education in 2018;

f)     activities  (including the activities of the Board of Trustees, Academic Council, Faculty Council, students self-government, dissertation board, etc.) shall be carried out at BSU through online form following the rules of the Georgian legislation on the administrative proceedings (identification of quorum for taking decisions, voting, preparation of the minutes of meeting, etc.). Coming out from the stated, all staff employed by the BSU shall transfer to the online working regime unless being on the territory of the university is connected with the specifics of the position of a person (the execution of works by these persons is based on the order of the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia on “Approving the Recommendations to Prevent Spread of New Coronavirus   (COVID-19) at Working Places).

2.      The implementation of the study process in compliance with the present order shall  be controlled by the Deputy Rectors, Acting Head of the Quality Assurance Service and the Administration Head within their rights/functions; 

3.      The order shall be sent to the governing bodies of the BSU, Deputy Rectors,  Faculties, Electronic Study Management team members  (in accordance with the BSU Rector’s order N01-02/130, 01.10.2020), independent scientific-research units and all other supporting structural units;

4.      The order enters into force immediately upon issuance;

5.      The order may be appealed to the Batumi City Court within one month of its issuance (Batumi, Zubalashvili Str. №30).

The Students of the BSU One-cycle Educational Programme (English) “Medical Doctor”

As you know the study process of the fall semester of the 2020-2021 academic year at the one-cycle educational programme (instructed in English) was commenced on 26 October 2020 in distance learning (online) form. 

Pursuant to the amendment to the Decree №322 of 23 May 2020 of the Georgian Government on “Approving the Rules of Isolation and Quarantine” pursuant to the Decree N699 of 26 November 2020 of the Government of Georgia (https://www.matsne.gov.ge/ka/document/view/5039493?publication=0)  “Study Process  at the “Medical Doctor” educational programme (instructed in English) (practicals/laboratory/clinic and exams) shall be carried out through offline form (physically)“  following the recommendations  of the Ministry of  Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia .

Pursuant to the BSU Rector’s Order N01-02/143 9 November 2020 “for the Academic Registration (confirmation of the readiness for the study process) of the fall semester of the 2020-2021 academic year for the students of the “”Medical Doctor” educational (instructed in English) programme, the electronic platform was created and the relevant link was uploaded on the English page of the BSU official web-site (https://bsu.edu.ge/main/page/2372/index.html). 

The students of the “Medical Doctor” of the educational programme (instructed in English) who went through the academic registration for the fall semester of the 2020-2021 academic year, confirmed their readiness for the study process of the given semester. 

Pursuant to the BSU Rector’s Order N01-02/149  of 27 November 2020 “the study process at the “Medical Doctor” educational programme (English) will be implemented in the mixed, hybrid form, in particular, theoretical part will be delivered through distance learning form, while practical/laboratory/clinic –offline, in the university space and clinics. Consequently, the BSU administration urges you to return to Georgia on time, get involved in the study process and pay the tuition fee, otherwise, your BSU student status will be suspended.
